Hunan Zhongxin Xiangya Forensic Science Institute has a professional identification team with high education and high quality. Professor Lu Guangxiu, a national-level genetics expert, serves as the academic leader, along with 3 other professors and 4 associate professors in genetics-related fields. Most of the professional and technical personnel hold doctoral degrees. All technical personnel have more than 10 years of practical experience in genetics-related fields. There are 10 forensic identification personnel and 1 identification assistant. The institute covers a total area of 270 square meters and is divided into a reception room, an identification room, a comprehensive report issuance and archive room, etc. The institute owns one 3130XL automatic genetic analyzer, one 3500XL DX, one 9700 PCR instrument, and approximately 80 other auxiliary equipment and facilities, with a total value of over 6 million.

In 2017, Hunan Zhongxin Xiangya Forensic Science Institute passed the "two-in-one" on-site review of the testing and inspection agency qualification accreditation and laboratory accreditation organized by the National Accreditation Committee of the People's Republic of China and the China National Accreditation Service for Conformity Assessment (CNAS). It is one of the first institutions in the province to pass both CNAS accreditation and national certification and accreditation commission qualification accreditation, and the test results are internationally recognized.

In 2018, 2019, 2021, and 2023, it passed the CNAS supervision review, re-review, change review, recertification, and address change review, respectively. The accredited identification capabilities include: ① Specimens: blood (stains), semen (stains), saliva (stains), tissues/organs (including hair follicles, dental pulp); ② Identification items: human blood (stain) species test, human semen (stain) species test, autosomal STR detection, Y-chromosome STR detection, another chromosome STR detection, and mitochondrial DNA detection. These capabilities cover all the detection items of this identification institute. In 2022, it was awarded the Class A institution honor in the first provincial forensic identification institution integrity rating assessment. Charging Items and Standards

Risk Notification

1. When entrusting forensic identification, the client should provide true, complete, sufficient, and identification-compliant materials, and provide relevant information about the case. The forensic identification institution and forensic identification personnel are not responsible for any adverse consequences arising from the client or party providing false information, concealing the truth, or providing false materials.

2. The forensic identification institution and forensic identification personnel will conduct the identification according to objective, independent, impartial, and scientific principles. The client or party shall not request or imply that the forensic identification institution or forensic identification personnel provide identification opinions according to their intentions or specific purposes.

3. Due to limitations in the identification materials and other objective conditions, the forensic identification institution and forensic identification personnel may sometimes be unable to reach a clear identification opinion.

4. Due to the needs of the identification work, the identification materials may be exhausted or irreversibly damaged.

5. If there are any taboos related to ethnic customs involved in the identification activities, please inform the forensic identification personnel before the start of the identification work.

6. If the client or party learns of state secrets, trade secrets, or personal privacy due to the needs of the identification work, they should maintain confidentiality.

7. The identification opinion is a professional opinion. Whether it becomes the basis for a case is decided by the case-handling agency after review and judgment. The forensic identification institution and forensic identification personnel have no right to interfere.

8. If the party has objections to the identification opinion, they should resolve them through court evidence verification or by applying for re-identification or supplementary identification.

5. Forensic professionals should actively participate in social welfare activities and provide forensic assistance to vulnerable groups in society. 6. Forensic professionals shall abide by the Articles of Association of the Forensic Identification Association and faithfully fulfill their membership obligations.

Professional Discipline

1. Forensic professionals can only practice in one appraisal institution, and their professional activities must be subject to the supervision and management of the forensic appraisal institution. 2. Forensic professionals shall not violate the charging system and financial discipline of the forensic appraisal institution, and shall not misappropriate, embezzle, or misappropriate business fees.

3. Forensic professionals who cause losses to the forensic appraisal institution due to professional misconduct shall bear corresponding responsibilities.
