Hunan Zhongxin Xiangya Forensic Identification Institute was established in March 2009, approved by the Hunan Provincial Department of Justice. Since establishing DNA fingerprinting analysis technology in 1998, it has accumulated 22 years of practical experience. It currently has approximately 270 square meters of office space and testing laboratories, and equipment worth approximately 6 million yuan, including a 3500XL DX fully automated genetic analyzer. The institute has 11 forensic examiners, with 90% holding senior professional titles or doctoral/master's degrees. In 2015, it received the award of Excellent Unit in Hunan Provincial Forensic Identification Institution Evaluation. It participates in proficiency testing programs held by the Ministry of Justice Forensic Science and Technology Research Institute every year. The results for 2016 (individual identification (bloodstains and saliva stains), paternity testing (bloodstains), paternity testing (two-unit PI calculation)), 2017 (individual identification (bloodstains and saliva stains), individual identification (bloodstains and semen stains), paternity testing (two-unit PI calculation)), 2018 and 2019 (individual identification (bloodstains and saliva stains), individual identification (bloodstains and semen stains), paternity testing (bloodstains)) were all satisfactory. From its establishment to 2020, the institute has completed a total of 6715 forensic identifications, comprising 15595 cases, with no misidentification cases reported.
In September 2017, Hunan Zhongxin Xiangya Forensic Identification Institute passed the "two-in-one" on-site review of the inspection and testing agency qualification accreditation and laboratory accreditation organized by the State Administration for Market Regulation and the China National Accreditation Service for Conformity Assessment (CNAS). It received unanimous praise from the review experts; in November 2017, it obtained the qualification accreditation certificate (No.: 170007034038) and laboratory accreditation certificate (registration number: CNAS L10462), with capabilities in forensic evidence [blood (stains), saliva (stains)], valid until November 2023. This demonstrates that the institute possesses the conditions and capabilities to conduct testing in accordance with relevant national laws, administrative regulations, and accreditation standards. It can issue data and results with evidentiary value to the public, gaining the trust of member countries and regions, government departments, and various sectors of society in international mutual recognition agreement groups, marking a significant improvement in the institute's technical capabilities and management level. In 2018 and 2019, it successfully passed the laboratory accreditation supervision and re-review.
