• Chapter 1 Bidding Invitation

The hospital, according to its work needs, intends to use the in-hospital open Bidding method on the "51 Medical Procurement Platform" to conduct Bidding procurement for the pre-qualification bidding project for daily maintenance of housing and infrastructure. Qualified suppliers are now publicly invited to participate.

I. Bidding Project Content and Quantity:

Note: The successful bidder will be determined by package number. The service content within the package number cannot be split for Bidding; otherwise, the bid will be rejected.

II. Bidder Qualification Requirements

1. Basic Qualifications of Bidders:

(1) Having the ability to independently assume civil liability;

(2) Having the necessary equipment and professional technical capabilities to perform the contract;

(3) No major violations in business activities within three years prior to participating in this Bidding activity;

(4) Not included in the list of dishonest persons subject to enforcement, major tax violations, or severely illegal and dishonest behavior in government procurement before the Bidding deadline;

(5) Other conditions stipulated by laws and administrative regulations.

2. Specific Qualification Conditions of Bidders:

(1) Possessing construction Credentials issued by the construction administrative authority and a safety production license issued by the housing and urban-rural development department, and the Credentials are valid.

(2) The bidder's construction Credentials must meet one of the following requirements:

2.1. Grade 3 or above general contracting Credentials for building construction engineering;

2.2. Grade 2 (or above) professional contracting Credentials for building decoration engineering.

3. Different bidders with the same person as the unit head or with direct controlling or management relationships shall not participate in the Bidding activity under the same contract item of this project.

4. Joint Bids are not accepted for this Bidding.

III. Obtaining Bidding Documents

1. Time for Obtaining Bidding Documents: October 31, 2024 to October 7, 2024, 8:00 to 12:00 and 14:30 to 17:30 (Beijing time) daily.

4. Written materials provided for obtaining Bidding documents (must be a color scan with the original stamp of the bidder): After Signing In to the "51 Medical Procurement Platform", upload the business license, legal representative's power of attorney (with ID card). After the hospital approves the above materials, the bidder can download the Bidding documents.

3. Before participating in Bidding projects through the "51 Medical Procurement Platform", bidders must apply for a digital CA certificate and complete payment on the "51 Medical Procurement Platform" (CA is only used for encryption and decryption of Bidding documents; it is not needed for purchasing Bidding documents). Those who have successfully applied for and have a valid platform digital CA certificate (valid for 1 year) can reuse the certificate.
